The Nkangala District Municipality is inviting bids for the appointment of a panel of professional service providers to perform co-sourced internal audit services. The focus of these audits will be on Supply Chain Management (SCM) processes. The project will cover the Nkangala District Municipality and its local municipalities for a duration of three years. Key tasks include reviewing compliance with the Municipal Finance Management Act, Treasury Regulations, and internal SCM policies. Service providers must evaluate the effectiveness of internal controls, segregation of duties, and delegation of authority frameworks. The work requires a team consisting of a Team Leader and auditors, with specific hourly allocations per year. Bidders must provide a detailed breakdown of hourly rates, which should include price escalations for the second and third years based on the Consumer Price Index.

- Valid Tax Compliance Status (TCS) PIN or certificate
- Registered on the Central Supplier Database (CSD)
- Professional registration with SAICA, IIA, or ACCA
- Professional indemnity insurance of at least R50,000.00
- Key personnel must hold relevant academic qualifications with SAQA certification
- Documented proof of relevant company experience
- Valid municipal utility account not older than three months
