The City of Cape Town is seeking to appoint a panel of consultants to provide ethics and forensic investigation services. This work will be performed on an as-and-when-required basis for a period of 36 months. The scope includes conducting investigations into fraud, corruption, and financial misconduct, as well as providing support for disciplinary and legal proceedings. The service provider must be able to supply a multi-disciplinary team covering legal, accounting, auditing, and digital forensic expertise. All work must be performed according to the Auditor-General South Africa fee structure. The project will take place in Cape Town, and the contract is expected to commence in January 2028.
What you need to qualify
- CSD registration — Registration on the Central Supplier Database — required to do business with government.
- Tax clearance — A valid SARS tax compliance status (PIN) showing your tax affairs are in order.
- Letter of Good Standing — COID registration and a Letter of Good Standing from the Compensation Fund.
- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).

- Valid Tax Compliance Status PIN
- Professional Indemnity insurance of at least R5 million
- Public Liability insurance of at least R20 million
- Valid Motor Vehicle Liability insurance
- Valid COID Letter of Good Standing
- PSiRA registration for all security personnel
- Audited annual financial statements for the past three years
- Key personnel must hold relevant NQF 7 qualifications
