The South African Maritime Safety Authority (SAMSA) invites bids for a forensic investigation into a whistle-blower report and a determination test regarding irregular, fruitless, and wasteful expenditure. The work involves interviewing witnesses, reviewing documentation, conducting site visits, and assessing technical marine engineering services for value for money. The project covers the period from 2013 to 2026, with a focus on the 2025-2026 financial year. The investigation will take place in the Western Cape and Pretoria. The successful bidder must deliver a comprehensive report within four months of appointment. The project requires a multidisciplinary team including chartered accountants, forensic experts, legal professionals, and marine engineering specialists.
What you need to qualify
- CSD registration — Registration on the Central Supplier Database — required to do business with government.
- Registered company — An active CIPC-registered company in good standing.
- Tax clearance — A valid SARS tax compliance status (PIN) showing your tax affairs are in order.
- B-BBEE certificate — A B-BBEE certificate or sworn affidavit confirming your contribution level.
- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).
Full requirements
- Firm must be registered with IRBA or SAICA.
- Key personnel must hold relevant professional certifications (CFE, RA, CA(SA), SAIMENA, LPC).
- Key personnel must provide proof of relevant qualifications.
- Must provide a valid Tax Compliance Status PIN.
- Must be registered on the Central Supplier Database (CSD).
- Must provide a valid B-BBEE certificate.
- Must provide CIPC company registration documents.
- Must provide certified ID copies of company owners.
- Must provide proof of business address.
