The Department of Planning, Monitoring and Evaluation (DPME) invites bids for the systematic documentation of the Hospital Twinning Programme within the public health sector. This project requires a Monitoring, Evaluation and Learning approach to analyze decentralised governance and institutional performance across 22 hospitals located in various provinces, including the Western Cape, Gauteng, KwaZulu-Natal, Eastern Cape, Limpopo, Northern Cape, Free State, and Mpumalanga. The successful service provider will be contracted for a 24-month period to conduct baseline assessments, literature reviews, stakeholder interviews, and site visits. Key deliverables include comprehensive reports on decentralised governance, twinning methodologies, and lessons learned, which will be presented to the Project Steering Committee. The project is divided into two phases with specific payment milestones tied to the approval of reports. Bidders must possess a Master’s degree in Public Health, 10 years of health systems experience, and a proven track record in research and academic publishing.
