Description

The Development Bank of Southern Africa (DBSA) invites tenders for the design, supply, installation, commissioning, and 36-month maintenance of solar-powered backup systems at twenty (20) hospital facilities across South Africa. These systems will support containerized Pressure Swing Adsorption (PSA) oxygen generating plants. The project is divided into two clusters (069 and 070) and requires a full lifecycle approach, including civil, structural, and electrical works, as well as the integration of Battery Energy Storage Systems (BESS) and Energy Management Systems (EMS). Bidders must perform site-specific electrical load monitoring for seven days prior to design. The work must be completed while maintaining uninterrupted clinical services. The contract follows NEC3 standards, and the successful service provider must ensure 98% energy availability throughout the maintenance period. The project requires an accelerated delivery schedule with concurrent multi-site implementation.

  • Professional registration with ECSA for Engineers and SACPCMP for Safety Officers
  • Master Installation Electrician registration with Department of Employment and Labour
  • Proof of three completed PV/BESS projects valued at minimum R5 million each
  • Valid B-BBEE Certificate or Sworn Affidavit
