The Railway Safety Regulator (RSR) is seeking consultants to provide Change Management and Organizational Culture services. The project involves assessing the current organizational culture, benchmarking, and developing a comprehensive culture plan. The service provider must design and implement a Change Management Plan using the ADKAR model to address both internal and external transitions. Key deliverables include a Change Management Framework, an Organizational Culture assessment report, and a transition strategy. The work requires integrating nine initiatives, including the Railway Safety Act (2024) and the Safety Risk Model. The contract includes a three-month post-plan implementation support phase. The closing date for submissions is 19 June 2026 at 15h00. A non-compulsory briefing session will be held via MS Teams on 12 June 2026.

- Valid Tax Clearance Certificate and Tax Compliance Pin
- Valid CIPC company registration documentation
- Valid B-BBEE certificate or sworn affidavit
