The Commission for Conciliation, Mediation & Arbitration (CCMA) is seeking a service provider to operate an anonymous whistleblowing hotline for three years, starting January 2027. The service must be available 24/7 in all 11 official South African languages to report fraud, corruption, and unethical behavior. Key deliverables include managing multiple reporting channels like phone, WhatsApp, and email, ensuring strict whistleblower confidentiality under POPIA, and providing secure case management with detailed monthly and annual reporting. The provider must also supply promotional materials to publicize the service. The work will be managed from the CCMA offices in Johannesburg.

- CSD registration — Registration on the Central Supplier Database — required to do business with government.
- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).

- Registered on the Central Supplier Database (CSD)
- Accredited with The Ethics Institute or equivalent regulatory body
- Five years of experience with five contactable references for similar projects
