Successful firms will provide full project life cycle services, including design, procurement, contract administration, and close-out. Key requirements include a focus on energy-efficient and sustainable green design, as well as compliance with labour-intensive infrastructure project guidelines. The panel will act as Principal Agents for various projects. Bidders must demonstrate extensive experience in industrial and building services and provide monthly progress reports. The appointment is subject to a 180-day validity period from the closing date of 18 August 2026.

- CSD registration — Registration on the Central Supplier Database — required to do business with government.
- Tax clearance — A valid SARS tax compliance status (PIN) showing your tax affairs are in order.
- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).

- Valid Tax Compliance Status (TCS) PIN
- Registered on National Treasury Central Supplier Database (CSD)
- Principals and key personnel must hold valid SACAP registration
- Minimum 51% ownership by registered professionals
- Professional Indemnity insurance coverage of at least R1.5 million
- Minimum 10 years of company experience in architectural services
- Lead Architect and staff must hold certified qualifications and CVs
- Minimum functionality score of 70 points
- Formal Joint Venture or Consortium agreement if applicable
