- CIDB grading (Grade 6 Civil Engineering (6CE)) — A Construction Industry Development Board grade in the right class of works.

- Proof of municipal utility account or valid affidavit

- Minimum functionality score of 70 points
- Not listed on the National Treasury register of defaulters
- Declaration of no employment within an organ of state
