The eThekwini Municipality invites tenders for the diagnostic testing of insulating oil and emergency oil-spill response services. This contract will run for thirty-six months on an as-required basis, starting from November 2026. The work involves condition monitoring of high-voltage power transformers, oil analysis, and soil remediation at various substations in Durban. Key deliverables include 24/7 service availability, provision of sampling kits, transformer oil training, and detailed data reporting. The service provider must maintain a local office within the eThekwini boundary. The project requires specialized laboratory testing capabilities and adherence to strict safety and environmental regulations.
What you need to qualify
- CSD registration — Registration on the Central Supplier Database — required to do business with government.
- Tax clearance — A valid SARS tax compliance status (PIN) showing your tax affairs are in order.
- Letter of Good Standing — COID registration and a Letter of Good Standing from the Compensation Fund.
- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).

- Valid Tax Compliance Status PIN or Tax Clearance Certificate
- ISO 9000, SANS 14000, and SANS/IEC 17025 accreditations
- Valid Letter of Good Standing with the Compensation Commissioner
- Transformer Chemistry Specialist with relevant qualifications and CV
- Valid medical fitness and driver licenses for all operators
- Valid First Aid Level 1 and safety training certifications
- Valid hazardous waste disposal license
- Certified, color-coded lifting equipment and vehicle compliance documentation
- Proof of OHS Act compliance
