The Quality Council for Trades and Occupations (QCTO) is seeking a research service provider to develop a Skills Forecasting Planning Report for the Occupational Qualifications Sub-Framework (OQSF). The project aims to establish a methodology for forecasting skills needs and translating them into qualification decisions. Key tasks include reviewing international forecasting practices, auditing existing data systems, mapping the qualification development value chain, and consulting with stakeholders like SETAs and TVET colleges. The project requires a comprehensive final report, a qualifications decision framework, and an implementation roadmap. The work must be completed by 31 March 2027. The project will be delivered in phases, including an inception phase, data audit, stakeholder consultation, and final reporting.
