The Airports Company South Africa (ACSA) is seeking a consulting firm to create a Regulatory Reporting Manual (RRM) Implementation Plan and a Cost Allocation Manual (CAM). This work is for regulated petroleum pipeline, storage, and loading activities. The consultant must design a framework that meets the requirements of the National Energy Regulator of South Africa (NERSA). Key deliverables include a detailed RRM framework, a project roadmap, and a manual that defines how costs are allocated using objective and transparent methods. The project will take place at ACSA facilities. The consultant must demonstrate previous experience in developing these specific manuals for NERSA-regulated infrastructure. All work must be completed according to a set milestone schedule, and payments will be made only after the successful delivery of each project phase.
