The Technology Innovation Agency (TIA) invites service providers to conduct a comprehensive study on intellectual property (IP) loss within South Africa’s National System of Innovation. The project aims to identify the root causes of IP leakage, assess the scale of losses in publicly funded research, and provide strategic recommendations for mitigation. The work involves analyzing legislative frameworks, benchmarking against international best practices, and mapping stakeholders. Key deliverables include an inception report, detailed assessments of IP identification and commercialization gaps, and a final strategy report presented to TIA management. The project will be conducted over a 12-month period. Bidders must demonstrate expertise in IP management, the IPR Act, and public policy research.
