The South African Local Government Association (SALGA) is seeking a service provider to conduct research on legal and institutional models for the joint delivery of municipal infrastructure services. The project involves analyzing legal frameworks, identifying institutional models for resource pooling, and developing practical templates like service level agreements. The work will be conducted nationally to support SALGA and local government entities. Key deliverables include an inception report, a legal policy review, institutional assessment models, a practical framework for joint service delivery, and a pilot project roadmap. The final research report and all associated deliverables must be completed by 26 February 2027. Bidders must demonstrate extensive expertise in local government legal frameworks and service delivery value chains, with the project leader requiring at least 15 years of experience and a Master’s or PhD qualification.
