Description

The Sarah Baartman District Municipality invites bids for the review of municipal health by-laws and the rationalization of associated fines. The successful service provider will be responsible for drafting updated by-laws, creating enforceable fine schedules, and providing training to Environmental Health Practitioners on legal procedures and administrative law. The work must be completed within four months of appointment. The project requires a legal expert, such as an admitted Attorney or Advocate, to lead the process. Bidders must demonstrate expertise in environmental health legislation and municipal by-law development. The evaluation process includes a functionality assessment where bidders must score at least 70% to qualify for further consideration. The final selection will be based on an 80/20 preference points system, which considers price, locality, and B-BBEE status. All deliverables must include detailed monthly reports in PDF and Excel formats.
