The South African Local Government Association (SALGA) is seeking to appoint a panel of service providers to support municipalities and municipal entities with a Financial Sustainability Programme for a period of 36 months. The work will take place across South African municipalities. Key deliverables include the development of a digital financial modelling and scenario planning tool, conducting financial diagnostics, and providing capacity building for municipal officials and councillors. The project aims to improve revenue generation, enhance audit outcomes, and provide technical advice on municipal financial legislation. The contract involves an hourly rate structure for services. The closing date for submissions is 11 September 2026 at 11:00 am. Bidders must demonstrate expertise in municipal finance, capital markets, and credit assessment. A minimum technical score of 70 points is required to qualify for the panel.

- Tax clearance — A valid SARS tax compliance status (PIN) showing your tax affairs are in order.
- B-BBEE certificate — A B-BBEE certificate or sworn affidavit confirming your contribution level.
- Letter of Good Standing — COID registration and a Letter of Good Standing from the Compensation Fund.
- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).

- Proof of authority from Original Equipment/Software Manufacturers (OEM/OSM)
- Minimum of three written and contactable references

- Professional registration of key personnel with recognized industry bodies
