The successful bidder is responsible for all design, construction, and infrastructure costs, including bulk services and security. Hazardous chemical storage and truck staging are strictly excluded. Bidders must submit a project schedule for the 24-month development phase. A non-compulsory briefing session will be held via Microsoft Teams on 21 August 2026. The closing date for submissions is 30 September 2026.
