The eThekwini Municipality is seeking a service provider to manage electronic payment processing for municipal services. This contract will run for 36 months. The provider must accept various payment methods, including credit and debit cards, at retail outlets or through financial platforms. Key responsibilities include transferring collected funds to the municipality within 24 to 48 hours, providing daily payment files, and submitting monthly transaction reports. The provider must also maintain a secure portal for real-time transaction visibility and ensure all payments are validated against active municipal accounts. Additionally, the service provider is required to implement a formal refund process and maintain robust disaster recovery systems to ensure service continuity throughout the contract period.

  • Registered on the National Treasury Central Supplier Database (CSD)
  • Minimum 3 years relevant experience with supporting reference letters
  • Valid Payments Association of South Africa (PASA) certificate
  • Valid Financial Services Provider (FSP) registration
  • Contractual agreements with retail payment platforms
  • Professional indemnity insurance of at least R12 million
  • Valid Tax Compliance Status PIN
  • Proof of municipal fee payment or debt agreement
  • Proof of compliance with Occupational Injuries and Diseases Act
