Key deliverables include a private APN facility, an online management platform, redundant fibre backhaul links, and 24/7 support during election periods. The provider must ensure 3G-or-better coverage and manage SIM card provisioning for up to 100,000 devices. Implementation must be completed within six months of the purchase order, with SIM swapping finalized within one month. This solution is critical for the secure transmission of data between the Commission’s National Office and its disaster recovery sites.
