Description

The Independent Communications Authority of South Africa (ICASA) invites bids for the appointment of a service provider to supply, implement, and maintain an Automated Spectrum Management System (ASMS). The project includes a three-year support and maintenance contract. The system must integrate modules for spectrum planning, licensing, type approval, service licensing, and financial reconciliation. Key deliverables include a secure web-based client portal, RF engineering analysis tools, and full integration with ICASA’s existing financial systems. The implementation must be completed within 12 months. Bidders must participate in a rigorous evaluation process, including a functional assessment and a live demonstration. The tender is governed by the 80/20 preference point system. All work will be managed from the ICASA Head Office in Centurion.
