The Municipal Infrastructure Support Agent (MISA) invites bids for an organisational functionality assessment. The project aims to evaluate MISA’s effectiveness, efficiency, and the responsiveness of its structure to its mandate. The successful service provider will assess service delivery systems, governance, budget management, and operational strategies. The work will be performed at MISA offices in Centurion over a six-month period. Key deliverables include identifying organizational gaps and providing recommendations for structural improvements. The project requires a team of four professionals, including a lead consultant with extensive experience in organisational development. The assessment must align with the DPSA OFA Tool standards.

- CSD registration — Registration on the Central Supplier Database — required to do business with government.
- Tax clearance — A valid SARS tax compliance status (PIN) showing your tax affairs are in order.
- B-BBEE certificate — A B-BBEE certificate or sworn affidavit confirming your contribution level.

- Valid Tax Compliance status (SARS PIN or CSD number)
- Minimum 5 years experience in Organisational Development with 3 relevant completed projects
- Certified tertiary qualifications for the Team Leader and all team members
- Three client reference letters for similar projects on company letterhead
- Formal Joint Venture or consortium agreement if applicable
- Proof of B-BBEE status via certificate, sworn affidavit, or CSD report
