The Railway Safety Regulator (RSR) is inviting service providers to facilitate and implement its Five-Year Human Capital Development Plan for the 2026/27 period. The work will take place at the RSR offices. Key deliverables include developing a leadership framework, reviewing competency frameworks for technical and support departments, conducting skills gap audits, and creating internal training manuals. The provider must also facilitate professional registrations with ECSA, review succession plans, and develop necessary human capital policies. The project is divided into three phases spanning from July 2026 to March 2027. Bidders must provide a comprehensive project plan and methodology. To be considered, bidders must achieve a minimum functionality score of 70 out of 100 points.

- Other registration — An industry registration the tender requires (e.g. PSIRA, NHBRC, a professional or trade licence).
